A letter dated February 15, 1994, was read stating the Governor has            
signed the following resolution and is transmitting the engrossed and          
enrolled copies to the Lieutenant Governor's Office for permanent              
filing:                                                                        
                                                                               
CS FOR HOUSE JOINT RESOLUTION NO. 49(RES)                                     
Requesting the United States Department of the Interior to                    
adopt regulations that give a narrow interpretation to certain                 
definitions under the Oil Pollution Act of 1990 relating to                    
evidence of financial responsibility that must be shown by
